There are big storylines happening on the opposing brand to the one that they’re both on, so a trade between them seems to be the right move.
They’re both top babyfaces within WWE, and few people even come close to getting the reactions they do weekly. That’s why a swap between them feels right, because the decision would hurt neither Raw nor SmackDown. In fact, it would just open up more opportunities for both of them.

LA Knight might be a member of the SmackDown brand, but he’s currently engaged in a feud against Seth Rollins and his group. He has been entangled with the group for weeks, costing members of the faction a chance to progress in the King of the Ring tournament, which they got revenge on him for.
Knight being a rival for that faction makes sense, given he’s a top babyface, and it’s likely that WWE will slowly build up a team of babyfaces to take them on as a group. Having Knight be part of that would be wise since he’s a top star; therefore, moving him to Raw in a bid to feud with them properly would get the best out of that.
On top of that, moving him away from SmackDown would allow him to get back into the title scene. It’s unlikely he will be facing John Cena, and he’s exhausted from the United States title scene; therefore, he needs a change of scenery for WWE to get the best out of him.

When it comes to Jey Uso, a move makes just as much sense for him as he’s not currently in an active storyline. He’s just coming out of the World Heavyweight title scene, and it’s unlikely he will be going back into that soon, as other wrestlers will be stepping into it.
This is why a move to SmackDown would make sense, as he could be part of the ongoing Bloodline storyline. Jimmy Uso has started helping Jacob Fatu, but Solo Sikoa’s group outnumbers them and needs an extra man, which is a role that Jey could take.
